Opened August 25, 2025 in Palmer Township, PA by husband-and-wife owners Bill and Siobhan Ciotola, whose initials give the shop its name. Bill Ciotola began making doughnuts as a teenager at Mars Bakery in Baltimore before working in construction and facility management, later returning to doughnut-making full time.
